"start up teaching ESL to refugees-immigrants"

hello everyone,
I live in Chicago, IL, but want to relocate to southern California to begin my ESL business. How does one look for a house living in Chicago wanting to relocate to California?
I am working on my biz plan, but I feel I need to relocate first...do I my priorities right?
I have written to a SCORE advisor and I haven't heard back from them.
Any help in starting a non-profit organization to help refugees and immigrants would greatly be appreciated.

Anyone out there who is doing the same thing???

thanks, all
Emma
