What minimum requirements must typically be met to obtain a low limit small business credit card? Is application process detramental to credit score if denied?

There are no minimums really. However, I would advise you to check your credit score. If it's low, i.e. 650 or so, you'll have a hard time getting a credit card. You could however arrange a pre-paid credit card (not a debit card), where you keep an amount in your account at all times to draw against. After a period of time, the company will covert you to a credit only customer and forgo the on-hand payment.

Getting a business credit card is not much different from qualifiying for a personal credit card. If you have a decent credit history you can get a business credit card. Try Citi Business Card.
