It's a little difficult to give you advice on making educational toys because it doesn't seem like you know anything... So, whatever you decide to do will take you lots of time because you have a steep learning curve.
I guess what you really need to figure out is do you want to make these toys yourself or do you want a partner? If you want to make them yourself, then you should start small. Figure out one to you want to start with, go to the library and get books on designing toys... I'm sure they have something.. their are books on everything! You have to get the books and practice.
If you want to partner with someone, then you need to figure out where you want your partner to be. For example, do you want someone in the US? If so, there are many crafters that already make children's toys. Maybe you can make some sort of deal with them? Do you want someone overseas? If so, then you'll need to find a company, you will have to supervise because there were many problems in the last few years with toys from China (e.g., http://www.msnbc.msn.com/id/20254745/) and you will need to learn the import laws.
