"Can I sell this?"

I have an idea for a business. I will explain it by using a different business than the one I have in mind.

I want to collect job applications from about 200 employers and sell these applications by each company's location to people so that they don't have to do the work of finding these employers and contacting each one to get their application. I would make photocopies of each application so I would only request 1 from each employer.

Each employer has their own application and no two would be the same. Also, it is not a simple process to get the applications because many of the employers require that you send the request in writing with a SASE envelope enclosed.

Is this legal to do or does each employer own their own application and I will need their permission to sell it?
