"starting networking group with a twist"

I am interested in starting a networking group for online and offline use for small business. This would be with a different twist. It would be a joint venture/crosspromotion membership group where members would be able to promote each others businesses online and offline with affiliate benefits for each partner. A business could join for a one time fee with access year long and would be required to take a short course on how to setup these projects for the mutual benefit of both business. Sucess stories would be shared with members via e-newsletter. Does this sound like something that would be attractive to small businesses? What suggestions do you have to make it more valuable to small business owners?

Thanks for any help.
