"On site grocery store day care"

I thought a great business idea would to set up an on site daycare in my local Wal-mart for customers. Instead of busy parents having to take there kids with them down the aisles, compounding the already stressful task of comparison shopping, meal planning, budgeting, I thought it would be great to be able to bring your children with you, drop them off at daycare(which would be filled with fun things) and shop in peace.

Can anyone tell me what kind of paperwork, cost, licenses,it would take to get this idea up and running?
Is it something that sounds plausible?
Would you use this service yourself?
