First, you have to understand that if you are catering to children, and teens are still children, you will need to provide at least some limited oversight. With that said, you should consider setting age limits (e.g., no one below x number of years without adult supervision).
As for staying in business, well, that really depends on location, location, location. Unless you are in the right location for the type of business you want to run, you are not going to stay in business very long. For example, if you are catering to college kids, then you need to open up your cafe where college kids are. With respect to your specific idea, many teens cannot drive yet or, if they can, may not have access to a car. So, you need to pick the right location.
Finally, have you checked with your state and county regulatory agencies? There may be other issues you need to address (e.g., if you want a liquor license, are you permitted to be within x miles from a school?).
