I've been having too much of free time lately, so I started googling around, and find cosmetics wholesale distributors on the internet. They sell brandname cosmetics for about half price (or less) of the retail price, but in wholesale quantity. I was thinking of buying different brands of cosmetics, and direct sell by making my own catalog, and mail the catalogs to the residents in the city I live in. However, I wonder if this is legal to do. Do you have to be approved by a cosmetic manufacturer company to sell their products?

I wouldn't think so. The easiest way to find out, since no-one else seems to know the response is to send an email to one of the cosmetics companies directly.

You want to buy a product at wholesale prices and then sell that product at a higher price? It sounds like a retail business to me.

It's always legal to resell (well, almost always). I think my consern would be whether the product is actually legitimate. You would want to make sure that the wholesaler is actually an authorized wholesaler and that product is not counterfeit. If it's counterfeit, that could get you in some trouble.
Regarding whether or not you have to be approved - you don't have to be but then you can't call yourself an authorized dealer.
