First I would check out our local SCORE office and the TN Small Business Development Center. These centers offer free business guidence to local entrepreuners, including market research & business plan development. The people who staff these offices are GREAT!

If you decide to go ahead with your business most of the legal requirement I list will be applicable to you as well. Just substitute your county & city information for Knox County.
