Familiarize yourself with the fair use laws, which might allow you to use small portions of copyrighted work without permission. Since the law can be tricky to analyze (you have to compare four factors, and there are no hard and fast rules) it might be worth searching copyright cases to find specific instances in which book and movie quotes have been upheld as fair use in similar circumstances.

You will likely want to get permission for such a commercial use.
For example: May the Force Be With You - I quote from a movie, but obviously a problem to associate with your business and to place on commercial products.
But of course it depends on your product. There is no absolute answer without analyzing the quote and the context it is being used in.
You may have more opportunities with political quotes.
