I have a business idea that started when my fiance' had a very long layover in Puerto Rico and both of us 7hrs in Miami recently. We thought about opening a lodging of sorts in the airport, where travelers can stay for a nominal fee (cheaper than a hotel and paying a taxi to and from)during layovers, delays, bad weather especially where snow/ice is a huge factor. I have researched on the Bureau of Transportation Statistics those airports with the most flights, delays, and cancellation etc. but need help on what should be my next step? Who can I ask to get an idea of how big a space to rent/design that is inexpensive and formulate a business plan.

Please take into consideration the fact that some airports have hotels and people use them. Talk to airport administrators,visitors bureau,chamber of commerce and see what they think and feel and ask them for ideas
