"Starting a personal care agency. Advice welcome."

I would like to start an agency to refer domestic help. We would provide people to do non medical personal care for the elderly and disabled. We would also provide babysitters and housekeepers, dogsitters and plant waterers. Really any non-medical, domestic service that might be necessary inside the home would be offered. My tentative name is Family First Home Care, but I would welcome ideas for a name. Also, if anyone has experience with starting this type of agency, please give me steps and possible pitfalls. Since this provides non-medical service, would I have to comply with State rules and regs for a home health agency? I would not be sending out nurses or even CNA's (though I may send a CNA if the job requires feeding, turning a bed-ridden patient, bathing, etc., but we will perform no medical services, like taking vital signs, giving meds, etc. I intend to perform background checks and do drug testing on all employees. As far as how we would operate, when I worked for a home health agency, the agency took $1 per every hour that I worked. So if the client paid $8, the employee get $7, and the agency would get $1. If anyone knows of a better way please tell me. Should the people I refer for work be employees, or independent contractors? I should mention I'm a single mom looking to do a business from home. I have a A.A.S. degree in Human Services, and several years experience as a caregiver. Thanks for any help. Sorry this is long.
