DBA stand for Doing Business As. Example: Joe Smith DBA Joe's Hot Dogs. An occupancy permit is just that. A permit issued by your city to be able to take occupancy of a space (retail; office; etc). The city conducts an inspection prior to your being allowed to take occupancy and open for business.

DBA is just linking a Legal Business Name to yourself. It has nothing to do with occupancy.
