I am interested in creating a series of collector's cards.

The collector's cards would be sold in wrappers, and placed in display boxes as in the following picture:

Can one create and package collector's cards without buying equipment? There are companies that print and package customized playing cards, but are there any that print and package customized collectors cards? The difference is that collector's cards are packaged in plastic wrappers, while playing cards are packaged in chipboard boxes.

If there are no companies that customize collector's cards, what equipment is needed for the printing, cutting, and packaging?
