I have started a character building center for children.
However, the response is rather poor due to the market is more
focused on academic activities. Does anyone has any good
marketing strategies in turning this around? Traditional tools
such as flyers, ads, going to kindergarten has been exhausted.

Write a press release. It's quick, simple and FREE. Send it to your local newspapers, radio stations, tv stations and prweb.com. My own press release for my brick and mortar business was tremdously successful. It was picked up by a local newspaper and from there is snowballed into several great articles. For a full year I had various reporters and photographers showing up at my little shop.
