I am looking to start a site like these:

http://www.chicknchit.com
http://www.hitchoo.com

it?s a dating site where you can do everything (send messages to each other, look at profiles) but you can?t search through the profiles. The only way you see a profile and contact a person is if they are given the persons profile number/name and a password.
I need to know if a web designer can create this or do I need something like a programmer? And where is the best place to find someone who could help me with it?
