In an open office if you are on the phone with a customer and the noise level around you is quite loud, it is not only distracting to your employee but the customer will find it annoying even more so.
Though some peope do well in this environment, I think the best way to go is either a closed office or, some sort of "it's my space" area. Most people like to have their own space to work in.
