There are a lot of bloggers with experience at wahm.com (Work at home mom). There's a whole folder dedicated to blogging.

Are you looking for someone to set the blog up and then show you how to keep it going?
Or are you hoping to keep your time totally free to focus on your buusiness while that person takes 100% responsibility for the blog?
And are you looking for an actual blog? It sounds like you might be after a Content Management System (CMS) set up to make a blog look like a regular web site.
Is your business online or offline?
