I have a web site that sells a physical product and not a digital item and I need help finding a service to setup an affiliate program with a low or free setup fee.

I?ve found places like affiliatefuture.com and shareasale.com but they both require several hundred dollars in setup fees to get started.

Does anyone know of an alternative affiliate program?

We got so sick of the idea of paying someone else tons of money to set up and run OUR affiliate program that we decided to put our own together. We're now negotiating with designers to create the code for it.

That said...

You say you want to do it "inexpensively", you're going to have to go back and redefine "inexpensive". The least we could find with someone else owning the project was a $200 setup and $200 per quarter.
