Does anyone know if there is a consumer debt database that can be tapped into so that I can find out what ALL my unpaid (past and present) debts are?

Try http://www.freecreditreport.com. You can get your Equifax credit report for free and it will show any and all debts reported to the credit bureau, both paid and unpaid.
