I hate to burst your bubble, since that's not what I like doing, but running such a center is a huge liablity. That's why it's done at Parks and Recreation or YMCAs do it, too.

I have worked at a few centers. While they are out of P & R, a company that has a contract with P & R has a contract for hiring, firing, supplies, etc. So that might be a way to go.
