Mr. SanMan, You are basically asking how to start a business... which is a topic too broad and detailed to cover in here.
I would suggest going by the library and checking out a copy of Entrepreneur's How to start a business... it's broad enough to give you a better understanding of what you want to be looking at and figuring out financially.
You can also check out the online Entrepreneur Press site for their publications that are specific to a type of business. I didn't double check, but I think there's a barber shop book in their offering.

Another avenue to consider is looking outside of your area and finding an independent barber shop and just requesting some time of the owners. Some people will open up... some won't... but it's worth asking.
