Contact your local city hall, they will have someone that will help you with the rules and regulations regarding daycares.
I have read different stories on how different municipalities or states/Provinces have different requirements as they pertain to registered daycares (which you will want to be).
Some things that I have seen as requirements:
Police statement regarding your record Insurance Inspected premises Early Childhood Educator's license.
Etc.
