You need a website where you can describe your skills, your services, why you're awesome, etc. :) Then, make business cards and leave them all over the place - panera bread, starbucks, everywhere! You'll be surprised. Parents will find you. But, you need a place for them to go and a website would be the best way for you to sell yourself.

You can then also try listing your services on craigslist. It's a great site and its free. Start with that because it requires little investment. If you get somewhere, you'll start making money and then can invest in attending career fairs. I think many of them are paid (i.e., you need to pay to have a booth) so you'll need some cash.
