I wish I could help you with flea market specific advice, but the generalities are the same... location, location, location and talk, talk, talk...

You need a good address for it, and you need to have everyone and their dog know about it.

Aside from that, you'll want vendors who are a draw in and of themselves.

Two of the most popular flea markets I know of, one where my products sell very well, has an antiques market as its core, the other where my products don't sell at all; even to my target customers, has multiple garage sales as its core.

Both have been in existence for a very long time and have huge crowds every weekend.

The one thing that both have in common is that in the winter, they have permanent indoor installations that continue to be accessible to the public.
