I know this has been discussed before, but what if I were to sell customers mocktails and they would add their own liquor? I would not sell liquor, so it would be legal, right?

I believe that would be an incorrect assessment.

BYOB restaurants, pay the liquor commission what is known as Corkage fees and they still require a BYOB liquor license.

I would check with your State (or Provincial) licensing board in order to see what you are explicitly allowed to do.
