Hi. I am thinking about starting a Moms Magazine. It would have inspirational stories, articles on healthy eating, relationships, parenting, fitness, and more.

It would be national, with the opportunity for someone to become a publisher of thier own moms magazine in thier area. We would do all the layout, printing, ect, they would just be in charge of getting ads for the magazine.

My question is, the magazine is just starting, would I be able to sell licensing to someone to run thier local magazine, without having one sucessful magazine already in print?

This is a great idea and you could try to sell it, but I think you should start small first and create an actual magazine before you start trying to sell the idea to anyone.

You would have an impossible time trying to license an idea since that's all you have at this point. What would you actually have to offer if you haven't got your first issue out yet?

Maybe to get your national advertising started you could offer to pay commission to some sales "associates". Put some ads in Craigs List for example looking for people to sell ad space in their areas.

Once you get your magazine established with a decent circulation, then you could concentrate on selling your business opportunity to others.
