Are you sure you don't mean licensed? If a company is licensed to do business/operate in another country but not in the U.S. they must get licensed in the U.S. to be able to operated and/ or do business in the U.S. Copyrighting is something different from licencing. Copyrighting protects ownership of something such as works ie. poems, songs or music.
