I think it is a great idea.
I had a friend who had to rip out all of his interior walls to remove the urea formaldehyde insulation that was put in there originally. He replaced it with the reflective sheets that look like quilted aluminum foil. But I'm sure that if he'd been able to remove the existing insulation and put in new stuff like you descrive, without total renovation, he'd have preferred it.
For someone purchasing new frame housing, this might be a better option than having to deal with sheets of fibreglass or sheets of anything for that matter.
I would think that the two main selling points would be time and price.
Look for contractors and housing developments as target customer ideas.
